After months of discussions, measures in order to mediate the expression of netizens through the 'Chinese Twitter' are gradually implemented. This article regards the Beijing local government's regulation of enforcing authentic registration to the Weibo and explains the need to supervise the information spread on the Weibo.

近年来微博[1]发展迅速。微博客服务[2]在发挥了积极作用, 反映民意、民智[3],信息传播等方面。但在微博发展过程中,也出现了传播谣言[4]和虚假信息、利用网络进行欺诈[5],损害了公共利益,引起网站、用户和公众的不满。社会各方强烈呼吁规范微博客服务管理[6],保障互联网[7]健康发展。

北京是微博发展的重点地区。市人民政府新闻办公室(news office of the Beijing municipality)、市公安局(city's public security bureau)、市通信管理局(city's department of communication management)制定了《北京市微博客发展管理若干规定》。《规定》明确提出,要发挥微博客服务社会的积极作用。

开展微博客服务的网站和微博用户呼吁规范保障其合法权益[8],网站和微博用户应当提供真实的信息,不得提供虚假、有害信息。

In recent year, the Weibo has developed very fast. The Weibo has a positive function, reflecting popular will, popular knowledge and information spreading. Yet as the Weibo is developing, rumor spreading and false news are also appearing, using the internet to cheat and harm public interest. This makes websites, users and the public dissatisfied, and society is strongly calling to regulate the service management of Weibo, ensuring healthy development of the internet.

Beijing is a central region of the Weibo's development. The news office of the Beijing municipality, the city's public security bureau and the city's department of communication management have together formulated 'certain regulations for the management of the Weibo development in Beijing'. The regulations point out clearly that the positive social function of the Weibo service should be maintained and promoted.

Websites which develop the Weibo service and Weibo users call on regulation that protect lawful rights and interests. This means that websites and users should provide true information, not giving false and harmful information.
