The title of this article may seem esoteric, yet the content indicates upon the growing awareness for energy saving and the role of governmental agencies in setting role models in this field:     

下个月起,去省内公共机构[1]办公楼[2]办事,到三楼及三楼以下的,都要爬楼梯[3]。四川省(Sichuan province)政府网站[4]正式公布以 "实施办法" 将从明年1月1日起施行。

该实施办法中所称的"公共机构",是指四川省国家机关和事业单位[5]。办法规定,公共机构鼓励利用太阳能(solar energy)、地热能(geothermal heat supply)、风能(wind energy)等再生能源[6]。在公务用车方面,要控制车辆数量,定期行驶里程[7]和耗油量[8]。


From next month, people who attend buildings of public institutions will have to climb the stairs in order to reach the first three floors. Sichuan's governmental website officially announced that this policy will be put into affect since January 1.

The term 'public organizations' mentioned in this policy refers to national offices and state-run enterprises. The measures stipulate that public organizations are encouraged to utilize solar energy, geothermal heat supply and wind energy as renewable sources of energy. Concerning the usage of vehicles, organizations should limit the number of cars and also set a limit to the mileage and oil consumption of the vehicles.

Organization should also monitor the number and scale of conferences, shortening the length of conferences. Furthermore, air conditioner temperature will not be set to under 26 degrees (Celsius) in summer and not over 20 degrees during winter.
