|This weekend Henan province became the last Chinese province to approve new family planning regulations, allowing couples, where both sides are singletons, to have two children. Less single-child families are expected to be formed in the next decades, in a governmental attempt to change the trend of an aging population, where elderly cannot enjoy social and financial stability.
On November 25, Henan province revised the 'regulations for population and family planning for Henan province'. From today on, if husband and wife are both single children, they are allowed to have the second child. Before this, Henan was the only Chinese province that had yet to put the policy of 'husband-wife who are both singletons can have the second child' into practice.
Will relaxing the regulations of family planning lead to a 'baby boom' in Henan? In the 30 years that the family planning policy has been practiced in Henan, it led to more than 33 million less births. Henan is a highly populated province; will allowing the second child lead to a sharp increase of its population?
According to experts, even if all couples who are allowed will have the second child, it will only increase the natural population growth rate by 0.17 percentage points. This couldn't have a major effect on the low stable birth rates.
According to the secondary census data published by Henan province, among 94,020,000 permanent residents in Henan, 12.72% are above age 60, 8.36% are above age 65, a rise of 1.4 percentage points compared to ten years ago. Social science professor of Zhengzhou University, Zhang Mingsuo, said that the revised regulations will have a positive impact, slowing the social pressure of taking care of the elderly.
