昆明市检察院的指控显示，推出这个楼盘的公司，是被告人[4]杨庆荣等人利用虚假出资成立的空壳公司[5]，他们谎称与华西村合作投资65亿元对永胜村进行开发，做了宣传材料后打广告，最终诈骗成功，而且款额巨大。
在整个过程中，"华西•滨湖国际生态城"项目透露出的种种信息，赢得了医院、银行、高校甚至是律师事务[6]所的信任。如果这些单位没有团购，诈骗数额和受骗群体也不会如此多。
被告人史芮诚就曾以华夏银行[7]某支行行长的身份出现介绍相关业务，此人确系华夏银行昆明分行营销二部经理，介绍了许多单位和个人买房，关于该项目的广告宣传又多次出现在当地媒体上。
还有多少潜规则在继续？
从庭审[8]中透露出的种种信息表明，目前房地产行业、金融操作中的种种"潜规则"，也为虚假房地产项目提供了机会。
潜规则之一：资金不足就开发。
潜规则之二：虚假出资。
潜规则之三：项目工程边批边建边卖。
