Since October last year, the precipitation in Hua-Bei and Huang-Huai regions is continuing to be unfortunately low. Different degrees of drought have appeared in Shandong, Henan and other region, where winter wheat is the main product.

Since October, precipitation in the southern part of Hua Bei, Huang-Huai, Jiang-Huai (Jiangsu and Anhui) remains unfortunately low. The section of wheat cultivated soil which lacks water is quite critical, as the drought continues to develop. At present, in Shandong, Anhui, Jiangsu and other regions, the climatic aridness has already reached the level of special drought.

This drought situation has the following characteristics:
1- The climatic aridness is persisting for a long time.
2- The area that suffers from drought is rater concentrated. About 77.4 million Mu (464.4 million acres) of the country's surface area currently suffers from drought. The two provinces Henan and Shandong occupy almost 60% of the area.
3- Drought is partially emerging in some other regions, such as Inner Mongolia, where the people face the problem of a drinking water difficulty.
4- In some northern cities, because of the drought, the pressure of water supply is advancing a big step forward.
5- If the climatic drought continues to develop, that is to say that there is no effective rain within one month, then the area which suffers a drought could go a step further and increase.

According to the weather forecast, from February to March, rain levels in Hua-Bei and Huang-Huai will still be unfortunately few. Accompanies by the temperature that will be on the rise again, and the fact that winter wheat will turn green again, the crop's water demand will increase. At the moment, the severe climatic drought could possibly become a quite critical aridness of agriculture after the beginning of the Chinese new year.

CP Central Committee and high officials in the State Council, all attach importance to this drought situation. Premier Wen Jiabao have personally gone to Henan in January, in order to guide the task of fighting the drought. He personally directed the State Council routine conference, with expert studies of the drought situation and the task of fighting it.

When facing the critical drought situation, various places are in the process of a dynamic fight against the drought. Shandong province has stored 2.9 billion cubic meter of water compared to the corresponding period in previous years. The wet season last year has increased the stored water, allowing the water table to be kept relatively plentiful. In Henan province, different levels of agriculture, water conservation, finance, petroleum, electric power and other relevant fields bring into play each one's superiority in fighting the drought.
