"第三届全国相对富裕地区" [1]日前在中国经济网[2]进行独家首发。全国相对富裕程度前十名的地区依次是:广东东莞市、新疆克拉玛依市、江苏苏州市、广东佛山市、江苏无锡市、广东珠海市、广东中山市、浙江舟山市、浙江温州市、江苏常州市。

据中国经济网资料显示,截至2008年底,全国地市州[3]盟共有318个,其中地级市[4]268个、地区[5]17个、自治州[6]30个,这其中不包括19个直辖市[7]和副部级城市[8]。而全国相对富裕地区共计42个,占总数的13.21%;人口1.64亿,占全国地市州盟总人口14.85%。相对富裕地区在省市区[9]分布情况为:安徽3个,福建2个,甘肃1个,广东5个,河北1个,河南1个,黑龙江1个,湖南1个,江苏5个,辽宁2个,内蒙古5个,山东5个,山西1个,新疆2个,浙江7个。由此可见,全国相对发达地区在东部沿海地区呈网络分布,在其他地区呈点状分布。

记者从评价报告得知,除北京市、天津市、上海市、重庆市等四个直辖市,地区相对富裕程度最高的前三个省区是:浙江、广东、江苏。

"The 3rd Session of China's Regions Facing 'Well-off' Conditions" report has been exclusively emitted by China Economic Web a few days ago. China's well-off level districts, in proper order, are: Dong Wan city (Guangdong), Kelamayi city (Xinjiang), Suzhou city (Jiangsu), Foshan city (Guangdong), Wuxi city (Jiangsu), Zhuhai city (Guangdong), Zhongshan city (Guangdong), Zhoushan city (Zhejiang), Wenzhou city (Zhejiang), Changzhou city (Jiangsu).

According to the data of China Economic Net, by the end of 2008, the number of districts, cities and prefectures in the list was 318 altogether, among which 268 are prefecture level cities, 17 are district level cities, 30 are autonomous prefecture cities, not including municipalities directly under the central government or the vice-ministerial level cities. Furthermore, the total amount of facing 'well-off' districts in China is 42, consisting 13.21% of the total sum of 318. Their population is 164000000, consisting 14.85% of the total population of the districts, cities and prefectures in the list. Districts facing well-off conditions include province urban districts which are distributed in the following provinces: 3 in Anhui, 2 in Fujian, 1 in Gansu, 5 in Guangdong, 1 in Hebei, 1 in Henan, 1 in Heilongjiang, 1 in Hunan, 5 in Jiangsu, 2 in Liaoning, 5 in Inner Mongolia, 5 in Shandong, 1 in Shanxi, 2 in Xinjiang and 7 in Zhejiang. Thus it can be seen that Chinese districts facing 'well-off' conditions are scatterly distributed in the eastern coastal areas, while in other districts they are less distributed.

Reporters learned from the evaluation report that except for Beijing city, Tainjin city, Shanghai city, Chongqing city, these four municipalities which are directly under the central government, the three provinces with the highest level of districts facing 'well-off' conditions are Zhejiang, Guangdong and Jiangsu.
