从这个月开始,陕"O"车牌[1]在陕西省地消失,近年来全国多个省区市政府取消了拥有"特权"[2]的"O"牌照,但不少公众和专家认为,重要的不是仅仅取消"O"牌,而应彻底取消公车[3]特权和公车腐败。
据了解,今年8月,有网民反映:这几年一些陕"O"车横冲直撞,不遵守交规,只要有钱有关系,私人老板也可以挂个陕"O"车牌,严重影响了政府及公安[4]形象。网友的留言引起陕西省政府的重视,多次作出批示,要求对陕"O"号牌开展清理整顿,研究取消方案。省政府责成省公安厅于今年底前取消陕"O"号牌。
记者调查发现,由于"O"牌车属于公安专段民用号牌,挂"O"牌的不是公安内部人员,就是公安的领导,或者是行政事业甚至国有企业的相关单位。其次,一些"O"牌车在高速公路等收费的公路上行驶,可以不交过路费。由于有"特权"的保护,"O"牌车的违法行为越来越多。另外,"O"牌的发放也是制造腐败的条件。 "O"牌原本只发放给公安政法系统使用,但现实中其使用范围已经超出公安车辆使用范围。
陕西省取消陕"O"引起社会公众的高度关注和广泛议论。陕西一律师王洪说,取消"O"牌是为了遏制公车交通违法,所有人应该敬畏法律、一视同仁、做到违规必罚。只有执法不避权与贵、公权力不去干扰执法,才能真正有效遏制公车交通违法。此间社会学家认为,各地在取消"O"牌的同时,更应该着眼长远,研究取消特权车的长效机制,同时改革和规范公车管理,从制度上彻底消除公车的特权和公车的腐败。

Comments posted by internet users attracted the attention of Shanxi's government. Many memos were issued, demanding to clean up and reorganize Shanxi's "O" license plates as well as develop an abolishment scheme. The province government charged the Public Security Office with the task of abolishing the "O" license plates by the end of this year.
An investigation conducted by reporters discovered that since "O" plates cars belong to the public security special civilian license plates, furthermore, the ones who hang the plates aren't the inner public security staff, but rather public security leaders, or corresponding position in governmental enterprises or state owned businesses. In addition, some "O" plated cars which go on the expressways in the toll highways can avoid to road expenses. Due to the protection by the privileges, unlawful acts by "O" plated cars are more and more common. In addition, the rights "O" license plates induce are a factor which also creates corruption. "O" plates originally gave special rights only when being used for public security or political purposes, though in reality their usage has overstepped outside the scope of public security.
The abolishment of "O" plates by Shanxi province has raised a high level of attention by the society, as well as extensive discussions. Wang Hong, a Shanxi lawyer, says that the abolishment of "O" plates takes place in order to restrain the violation of traffic laws by cars, to prevent discrimination and to punish law violators. Only if the law enforcement doesn't skip over the powerful and the noble, and the government power doesn't interfere with law enforcement, then there will be an effective restriction of traffic laws violation. In this point, sociologists believe that while abolishing the "O" license plates in each location, the long term situation should be taken into consideration. When studying the long standing mechanism of privileged cars, there should also be a reform and standardization in the supervision on such vehicles from the system level, thoroughly abolishing the special rights of vehicles and the corruption they initiate.
